Richard Bones & Kaneda 'Skinny' Takahashi were condemned to die after being incarcerated for the murders they had commited, until a government appointed scientist managed to get his hands on them for human testing in an experiment he called 'Project: Morlock'. But as with most experiments something didn't go quite right, leaving Skin & Bones as two super-powered serial killers working for the government as deterrent against crime.
